General RuleModifications [Applicable to all divisions unless otherwise stated]:
Teamscannot play their games or hold a practice unless an SSA-approved coach orassistant coach is present. SSA-approved coaches/assistant coaches musthave completed a background screening process within the past year.
Therules of play for Seneca Sports soccer are either full FIFA regulations, ormodified FIFA. Modifications areattached. Coaches are required to offera minimum of 50% playing time to all players on their roster (if a player isthe goalie for the game, they need to get at least one quarter of on-field time). No player is to play more than 50% of thegame as a goalie.
Parentsand Coaches will adhere to the Code of Ethics.Referees are empowered to warn coaches and spectators using a yellow cardfor the first warning and a red card if the warning is not adhered to. Failure to follow the referees directionwill result in the forfeiture of the game and potential disciplinary actionfrom SSA. If a player, coach orspectator receives a red card they will be ejected from the game and will notbe permitted to attend the next scheduled game.
Opposingteams must occupy opposite sides of the field when possible, based on theconditions/setup of the field. Exception: All games played at the Soccerplexwill have players and coaches seated on the benches provided and all spectatorson the opposite side of the field. No coaches or spectators are allowed on thefield or behind the goal line during the game unless given permission by thereferee or if exception is stated in the age-specific rules. Coaches may not gobeyond the goal-box lines while on the sideline.
Nocoaches are allowed inside the goal box at any time, except in case ofinjuries.
SlaughterRule: When a team reaches a 5-goal lead the opposing team will be allowed toinsert another player. When a teamreaches a 9-goal lead they will pull one of their players off the field.
GoalKicks\Corner kicks\Foul Kicks: Players from the opposing team will line up at afair distance to enable a team to put the ball in play. For Kindergarten thru 2ndgrade this is at the referees discretion. Starting with 3rd grade,the minimum distance is10 yards.
Refereesare scheduled for every game. If thereferee does not arrive at the scheduled start time, the game may be playedwith volunteer referees agreed to by the coaches. Referee no shows must be reported to the Soccer Commissioner bythe team coaches so appropriate action can be taken.
Allplayers must wear shinguards. Shirts will be tucked in at all times during thegame.
Playersare not allowed to wear metal cleats.
Onlyplayers registered on your team may play in your games.
Asecond throw-in attempt is automatically awarded after an illegal throw-in isattempted. After a 2ndillegal throw-in, the ball is given to the opposing team as a throw-in. The referee will make the determination ifthe throw-in is legal.
Teamsmust be ready to play at the scheduled start time.
SpectatorLine: Whenever possible a spectator line will be drawn on all fields.Spectators are to be behind that line at all times to allow players room toplay the game. If there is not room to place a line, spectators are expected tokeep themselves a minimum of 3 feet off the sidelines, to allow for clearcalling of out of bounds, room for throw-ins, remove intimidation factor forplayers, etc.
GoalieSafety: If a goalie is actively going for a ball and the ball is in reach ofthe goalie, the attacking team must back off. If the ball is bobbled anddropped it is again a free ball. The referee will make the call.
Coachesare not to recruit players from other teams. They are also not to drop playersfrom their team without involvement of the Soccer Commissioner or Director. Playersmay only be dropped for behavioral issues of player / parent, safety /well-being of the team, etc.

Divisional Exceptions
Grade K:Play at this level is very instructional. Emphasis is placed on developing basic skills,including: running, balance, positioning, rules, and ball control. Ball control skills include dribbling,passing and shooting with an emphasis on using both feet. The reduced number ofplayers will allow for better instruction.

Grade 1stCoed: Play at this level continues to be instructional and is preparatoryfor the next level. ERROR MSGContinued emphasison dribbling, passing and shooting.
* The number of players on the field per team is 7 (minimum 5). Rostermaximum is twelve players.
* Game consists of 4 twelve (12) minute quarters with 3minute breaks between quarters, 5 minute breat at time.
* One Coach per team is allowed on the field during playfor the first half of the season and an additional coach/parent is allowed behindthe defending goal for the first half of the season. Beginning on Saturday,May 6, 2006, no coaches/parents will be allowed behind the goal or on the fieldwith the exception of injuries.
* There is/are no: slide tackles; offsides; directkicks. Fouls within the penalty boxresult in indirect kicks only.
* Substitutions are on-the-fly and are not to disruptthe flow of the game (no time outs).
* Ball Size: #3.
Grade 2nd Coed: Play at this levelcontinues to be instructional and is preparatory for the next level with continuedemphasis on dribbling, passing and shooting.
* The number of players on the field per team is 9 (minimum 7). TheRoster maximum is 14 players.
* Game consists of 4 twelve (12) minute quarters with 3-minutebreaks between quarters, 5 minute break at time.
* NO parents or coaches are allowed behind thegoal, or on the field at any point during the season, withthe exception of injuries.
* There is/are no: slide tackles; offside; directkicks. Fouls within the penalty boxresult in indirect kicks only.
* Substitutions are on-the-fly and are not to disruptthe flow of the game (no time outs).
* Ball Size: #3.
Grade 1st2nd Girls: Play at this level continues to beinstructional and is preparatory for the next level. Continued emphasis on dribbling, passing andshooting.
* The number of players on the field per team is 7 (minimum 5).Roster maximum of 12 players.
* Game consists of 4 twelve (12) minute quarters with 3minute breaks between quarters, 5 minute break at time.
* One Coach per team is allowed on the field during playfor the first half of the season and an additional coach/parent is allowed behindthe defending goal for the first half of the season. Beginning on Saturday,May 6, 2006, no coaches/parents will be allowed behind the goal or on the fieldwith the exception of injuries.

Grades 3rdCoed and 3rd-4th Girls: Play at this levelcontinues to be instructional, and is preparatory for the next level. Comfort using all parts of both feet will bedeveloped. Additional skills ofshielding, turning, attacking, and play formation will also be taught. Moreadvanced skills can be introduced as appropriate.
* Number of players on the field per team is 9 (minimum 7).Roster maximum is 14.
* NO parents or coaches are allowed behind thegoal, or on the field at any point during the season, withthe exception of injuries.
* Game consists of 4 fifteen (15) minute quarters with 3minute breaks between quarters, 5 minute break at time.
* The offside rule is enforced.
* There are: no slide tackles or directkicks. Fouls within the penalty boxresult in indirect kicks only.
* Substitutions are on-the-fly and are not to disruptthe flow of the game (no time outs).
* Ball size: #4.

* Direct kicks and penalty shots are allowed.
* Yellow and red cards will be in effect. Playersreceiving a red card or two subsequent yellow cards will be ejected from thegame and suspended from the next scheduled game. Coaches and referees will notify the league if a red card or twoyellow cards are issued.
